I am not comfortable with linking Request Sense support to the protocol.
I think we should consider something like:

Put a [x] note marker in place of the M, O, or Z column entry and put
something like the following note at the bottom of the table: "See the
command description clause for a description of the circumstances under
which the command is mandatory."

Then, append the following to the first paragraph in the REQUEST SENSE
clause.

"When no automatic method provides delivery of sense data coincident with
the delivery of a CHECK CONDITION or COMMAND TERMINATED status, the REQUEST
SENSE command shall be supported.  In most other cases, the REQUEST SENSE
command should be supported to provide for polling of device server status
(e.g., progress inications).  If all polling functions are supported by
other means, then support for the REQUEST SENSE command is totally
optional."
