 As a European manufacturer we would be eligible but the membership fee is 
significant. Certainly with the membership fees so high it is practical to not 
charge for the publications. But rather than have high fees for the few that 
are eligible, I think Johns suggestion for somewhat higher fees for the many 
that wish to participate actively is better. I suggest that those looking 
towards ECMA not only look at document availability but also look at 
participation rules and fees.
