I think it's just a typographical error and that the text in 8.1 should be
corrected to one second.
I'm going to make the correction in SBP-2 Revision 2h---which won't be
available until after the Palm Springs plenary, November 6. If anyone thinks
this correction is wrong or other than editorial, please get in touch.
