Compaq helped expedite the SMART specification for IDE drives.  The SCSI 
specification, on the other hand, came from an independent X3T10 Study 
Group.

Only Microsoft can answer your question, but I'd surmise their relationship 
with Compaq is closer than that with X3T10.

Thanks for this info.  Does anyone know why the "Hardware Design Guide
Version 1.0 for Microsoft Windows NT Server", from Intel and Microsoft,
published on 10 October 1997 (http://www.microsoft.com/hwdev), addresses
SMART in IDE drives but not in SCSI drives?  The following is in the
"IDE Controllers and Peripherals" section of this document as item #142:

  "The 'SMART IOCTL API Specification, Version 1.1', published by Compaq
  Computer Corp. and Microsoft, describes the API used by an application
  to issue SMART commands to an IDE drive under Windows NT Server.

  "For all server systems, IDE hard drives must be SMART-compliant."

The "Controllers and Peripherals" section of this document addresses
SCSI issues, but there is no mention of SMART, S.M.A.R.T., SPC or
Information Exceptions.
