Read Element Status proposal

Subject: Read Element Status proposal

At the X3T10 meeting a motion in regards to allowing Read
Element Status through a Reservation Conflict was withdrawn.

I believe the following amendments to this proposal will get it
to a point where it would be acceptable to take forward:

1. At a minimum, the Data Transfer Elements without VolTag
requested shall be treated as configuration data and be allowed
to pass through.

2. In addition to Reservation Conflict, a Not Ready condition
shall not prevent Read Element Status configuration data
|from being returned.
