Which standard?  Even way back in SCSI 2?  SCSI 1?

P.S. Me, I just reviewed "1994 SCSI 2", "9.2.10
REASSIGN BLOCKS" and the "9.3.3.6 Read-write error
recovery page" text re 01.02.80h AWRE and
01.02.40h ARRE.  I didn't see a requirement that a
drive attempt to rewrite a block before ARRE'ing
it.
