BUS DEVICE RESET OTHER PORT

I am trying to figure out what a target should do when a BUS DEVICE
RESET OTHER PORT message is received. After initiating the reset of
the other port, it appears the target should:
- If ATN is still asserted, process another message (no problem
here).
- If ATN is not asserted, it might:
A. Go to bus free.
B. Continue processing (generally meaning go to COMMAND phase).
I can't find any guidance in the SIP document. Has this issue been
discussed, and what is the consensus?
