As you can tell I process the internet stuff without checking queue tags and
therefore miss the fact that responses are out of sequence. But:
 
Included in Jeff Williams response is the seed for a reliable definition. On
SIP checking is not required, or optional, if the task does not encounter a
disconnect and required, or mandatory, if disconnected. (For the fans of it
will never happen, they can arm wave the test software and implement the check
with vapor ware.)
