Issue :

The intent, agreed by the DDS Manufacturers Group, was for the Code field,
Byte 1, DB0,1,2 to take the following values

  1  0  0  Reserved
  1  0  1  Setmarks                       Optional
  1  1  0  Sequential Setmarks            Optional

This set permits DB1,0 to take the values "01" for both types of mark and
"11" for both types of sequential mark, with DB2 specifying whether 
Filemark(s) or Setmark(s). This makes implementation  consistent and  simple.
