<div>In cases other than sanitize, the issue seems settled to me. Those commands have no effect on zones in those states (i.e. with those zone conditions). Accordingly, it makes sense that they are omitted from the command descriptions. Note that ZBC sanitize
 uses the term of art ‘perform the equivalent of the XXX command’. This seems to be cloned from PREVENT ALLOW MEDIUM REMOVAL, where it is used to mandate that “…<span style="font-size: 10px;" class="">&nbsp;</span><span style="font-size: 10px;" class="">the equivalent
 of a PREVENT ALLOW MEDIUM REMOVAL&nbsp;</span><span style="font-size: 10px;" class="">command with the
</span><span style="font-size: 8px;" class="">PREVENT&nbsp;</span><span style="font-size: 10px;" class=""> field set to 00b shall be processed for each the I_T nexuses associated with the&nbsp;</span><span style="font-size: 10px;" class="">persistent reservation or registrations
 being preempted</span>…” This is the only other place that this term of art is employed within SBC-4 (r08). Further, that would be a more significant rewrite.</div>
