[T10] 16-253r0 has been posted, requesting removal of a change to SPL-4

I have posted 16-253r0 to the T10 web site. This proposal identifies a
change in 16-106r2 that results in an incompatibility between the SPL-4 and
SPL-3 state machines in the response to a BREAK primitive when the
BREAK_REPLY method is disabled. T10 should not be introducing a backwards
compatibility issue with a feature that was not intended to be different in
SPL-4. Please review this change with your company's hardware design to see
if your hardware will also become incompatible with SPL-4.
