Long-forgotten use of LOG SELECT

In addition to resetting or setting a parameter value, the LOG SELECT command
may be used to change the values in the ETC bit and TMC field of a bounded
data counter parameters (i.e., a log parameter for which the use of
old-school threshold features is allowed).
However, subclause 7.3.3 (Resetting and setting log parameters) appears to
prohibit this usage in all cases except those parameters that are marked
ALWAYS. Since none of the bounded data counter parameters defined in SPC-4
are marked ALWAYS, we appear to have broken the ability to use old-school log
parameter thresholds.
Please be aware that, if the above observation is correct, fixing the problem
will involve a careful review of exactly how old-school log thresholds are
managed, especially with regard to the PC (page control) field in the LOG
SELECT command. The fix might be as simple as adding the PC field to the
specifications in 7.3.3, but this is not immediately obvious to this reader.
