Thanks for pointing this out. The text is correct as figure 103 has an error
in that the Set Coefficient 1 Request (Hold) should be Set Coefficient 1
Request.  This change was the result of a letter ballot comment. The
requirement to wait for a Hold was removed to prevent a possible hang that
could occur if a single Hold was followed by Increment or Decrement and that
single Hold was lost for some reason.
I will correct figure 103 in the next revision of SPL-3.
Figure 83 is only intended to as an example that shows normal behavior.

Hi George Penokie,
    Please can you clarify on the whether a hold TTIU is required after the
INIT bit goes low during TX training. In the figures in pg 271 and pg 197 of
the spec "SAS Protocol Layer - 3 (SPL-3)Revision 01 21 November 2012" it
shows HOLD TTIU requirement after INIT goes low . I am	wondering are these
just illustrations and not requirements. In the spec on page 271 the fig says
that transition to Transition PTT_SC1_0:Idle to PTT_SC1_1:Wait_Inc_Dec is by
Set Coefficient 1 Request message (HOLD) but in explanation on pg 272 this is
not mentioned. Please see the fig below for the details.
