SOP: use of 'assumed' - standardese?

I have run across some interesting language in SOP.
In the 6.4.x section of sop-r03 (SCSI transport protocol services), several
tables contain the note "Each Device Queuing Layer object is assumed to be
associated with one Host Queuing Layer object, and each SOP target port is
assumed to be associated with one SOP initiator port through that pair of
Queuing Layer objects".
What does 'assumed' mean in standardese? This term is not defined in the
document. Does this note need to be elevated to a normative 'shall' in some
other section of the document?
