SAT-3, (and SAT-2 and SAT) cannot be processed in ISO

*None* of the SAT-x standards include the ordered/unordered
list conventions from the T10 Style Guide.
Since the T10 list conventions are different from the ISO
list conventions, there is no simple way to process *any*
of these standards in ISO.
This is a very serious issue for SAT, which has proceeded
several significant steps in ISO.
It is a moderately serious problem for SAT-2, for which no
proposed ISO text has yet been sent to INCITS.
It *must* be fixed, before or during the SAT-3 Letter Ballot.
