I think that sentence is what Ralph pointed out is already
there in the section referenced (so no need to duplicate).
Here's another suggestion of what I understand their after:
"The ALLOCATION LENGTH field is defined in 4.3.4.6. If EVPD is set to
zero, the allocation length should be [[either zero, or]] at least five,
so that the ADDITIONAL LENGTH field in the parameter data (see 6.4.2) is
returned. If EVPD is set to one, the allocation length should be should
be at least four, so that the PAGE LENGTH field in the parameter data
(see 7.6) is returned."

The primary concern expressed by Pat Lavarre and Mr. Geldman seems to be
making sure an Inquiry command with zero for allocation length is always
allowed. Would adding the sentences enclosed in [[... ]] solve those
concerns?
