I have again updated my proposal to protect partially encrypted volumes. 
This update is more significant as it contains a shift in direction.  This 
proposal now allows the drive to be configured to require any appends to 
an encrypted volume to be encrypted instead of just forcing a SPOUT 
command.
Please note the change in direction.
