Chris, 

It should wait. The best way to understand is to look at the state
sequencing for the initiator of the Hard Reset. 

At the point you are interested in the: 

-SP (phy layer) state machine is idling in state SP15:SAS_PHY_Ready; 
-SP_DWS (phy layer dword synchronization) state machine is running
checks on incoming DWords; and 
-SL_IR (link layer identification and hard reset) state machine state
SL_IR_TIR3:Transmit_Hard_Reset has just sent a HARD_RESET Transmitted
confirmation to the management application layer. 

At this point the initiator of the Hard Reset should wait for the other
device to start OOB. The result will be the SP15:SAS_PHY_Ready state
receiving a DWS Lost message followed by a COMINIT Detected message
which will cause a transition to the SP0:OOB_COMINIT there by starting
the OOB. 

There is another possible way to handle this but I believe the above is
the recommended procedure. Anyone else have any thoughts.

after sending the Hard Reset primitive?
