There is no requirement placed on the device server as to the order of
the returned supported commands list. That was the intent.

In the "list all operation codes and service actions" variant
of the REPORT SUPPORTED OPERATION CODES command there is no
requirement for the device server to numerically sort its
response.

Is this by design?
