SBC-2 READ (16)/WRITE (16) mandatory

Currently SBC-2 marks READ (16) as always mandatory, and WRITE (16) as
mandatory if any writes are supported.  This was per the November T10
plenary:

00-375r1 motion 10.4.4: "READ (16) and WRITE (16) [shall] be made
mandatory for the direct-access device type"

Do we really want to keep this rule?  Devices might want to support the
new protection information feature and claim SBC-2 compliance, but
unless they support > 2 TB there isn't a real need to implement these
commands. After 3 years, software is still not chomping at the bit to
get devices to implement them.
