I don't believe that is correct.  Since the devices directly attached to E0 are known from their direct route addresses, there is no need to include them in the route table.  The only addresses contained in the table are addresses that are not directly attached to the expander.

There are missing expander route table entries in Tables 19 and 20.

The route table for each expander phy attached to an edge expander device needs 
to include the address of that expander, in order to route SMP connections.

Therefore, Table 19 requires the address for expander E1.  Table 20 requires the 
address for expander E0, plus the addresses of E1, E2, ... EN.
