internal interconnect to support M simultaneous connections.  This case
would be "insufficient routing resources" when the (M+1)th connection

Hi Tim:

Point 1 of your proposal calls for Arbitrating (Waiting on connection )
response to be sent from the ECM to an expander phy when insufficient
routing resources are available to complete the connection request.

Could you please clarify what you mean by "insufficient routing resources"?
Perhaps you can give us an example of "insufficient routing resources" in an
expander device.
