No.  It's just a way to model that a device may at any time decide to
temporarily reject incoming connection requests (from all sources) with
OPEN_REJECT (RETRY).  None of the layers below the application layer
seemed like the proper place to enter/exit that mode on their own.

I am trying to understand the intended usage model of SSP/STP/SMP
Accept_Reject OPENs (Accept SXX) and (Reject SXX). I am looking at
Tables J.14 and J.16 in rev 7 of 1.1 SAS spec. Is it intendend that any
connection initiated by the other end device must be accepted by the
local application layer before the connection can actually be accepted
by the local port?=20
