There is a conversation percolating in the SATA II WG around this issue.
Essentially HDDs that target the mobile market tend to use 3.3V and 5V,
but desktop and enterprise drives use 5V and 12V.  The question from
server-type providers is, "Do we need to put 3.3V on the backplane if
only non-mobile type drives will be used?"  The subject has not settled
yet, but there is consideration of some type of classification
nomenclature for drives that makes can make it simpler for the enclosure
manufacturer to specify whether low-voltage drives are supported or not.
Worth considering in SAS land?

I have commitment from all SAS Hard Drive Vendors that 3.3V shall never
be used.
Most 3.5" SATA Hard Drive will not use 3.3V in the near future.
We are debating about dropping the 3.3V from SAS connector.

With the current specification, it is allowable that a SAS device
requires 3.3V. The same condition is true for SATA.
