Questions on CREDIT_BLOCKED

04-115 is a proposal that has not yet been discussed at any t10 working group and as such it should not be assumed that it will be accepted as currently written. There are many questions about how CREDIT_BLOCKED should be handled under the conditions listed in the proposal and the answer may not be the one being proposed. So, at this time, there is no definitive answer to your question only opinions.

Ref: 04-115r1 SAS-1.1 Miscellaneous changes       The statement ;If a receiver sees CREDIT_BLOCKED at unexpected times, it shall honor it.; means:   A: The sender ignores all the outstanding RRDYs and stops sending frames.
