Missing transition from SL2:Selected to SL0:Idle?

It seems like there is a missing transition in the SL State machine to handle STP
Affiliations. I think the following text needs to be added to section 7.12.5.2 (rev. 03d):

7.12.5.2 Transition SL2:Selected to SL0:Idle

If an STP Affiliation exists within an STP Target port and the OPEN address frame 
SOURCE SAS ADDRESS does not match the AFFILIATED STP INITIATOR ADDRESS 
stored within the STP Target port, this transition shall occur after this state requests an 
OPEN_REJECT (STP RESOURCES BUSY) be transmitted by sending a Transmit
OPEN_REJECT (STP RESOURCES BUSY) parameter to the SL transmitter.
