RBC Amendment 1 - FORMAT UNIT command

Is the information in RBC Revision 10, July12, 1999, to be trusted? It 
contradicts the proposed RBC amendment with respect to the IMMEDIATE, 
PROGRESS, PERCENT/TIME and INCREMENT bits in the FORMAT UNIT command. Table 
3 in RBC Revision 10 documents the bit assignments as follows:

Bit 0           INCREMENT
Bit 1           PERCENT/TIME
Bit 2           PROGRESS
Bit 3           IMMEDIATE
Bits 4-7        Reserved

Except for the four reserved bits, this is in reverse order to the bit 
assignments specified by the proposed amendment. Which is correct?
