Should the PHY CONTROL phy operations of LINK RESET, HARD RESET, and
DISABLE be allowed to be performed on the phy which is being used to 
receive the PHY CONTROL request?

For example, if SMP target port is in an expander device and the SMP 
connection is open through phy 0, can the SMP initiator port ask that
phy 0 be disabled or reset?

I think the answer should be no, and an SMP FUNCTION FAILED result is
appropriate.

For an end device with only one phy, if this were supported, the
initiator could disable the phy and never be able to enable it again.
