Added (see 10.4.3.5).

Changed "reported in" to "it reports in".

The value is owned by that expander phy, not retrieved from some
other expander.  Some other entity can find out what the value
is with DISCOVER (or change it with PHY CONTROL).

Yes.  The units were mentioned in the PHY CONTROL function for writing 
the value but lacking in the DISCOVER function for reading the value.  

Added "in microseconds"
