Is that mean the SAS drive will never spin down, since SPINUP will
keep it running all the time.  Or at the most, software can only spin down
the drive in between SPINUP.

I don't see how does it prevent software spin up too many drives with SPINUP
continuously running?
Software is controlling the START STOP UNIT command, right?
