SAM-2 status precedence - RESERVATION CONFLICT vs. CHECKCONDITON/UNIT ATTENTION/POWER ON OCCURRED

How does an outside observer "know" that the device has all the information 
the device needs to make a reservation conflict determination if the device 
is reporting NOT READY? What is to stop the device from "pretending" it 
hasn't loaded it's persistent reservation state information until the 
device deems itself well and truly ready?
