See Table 12 on PDF page 60 of spc3r05. This table notes that both the
REGISTER and REGISTER and IGNORE EXISTING KEY Service actions are
allowed from a "not registered" initiator in the presence of a
persistent reservation from another Initiator.

I haven't found any sections in SPC-3 that are germane to the issue of
an initiator registering with a lun that has a reservation in effect and
then participating in the reservation, if it's a registrants only type.
I assume this is correct behavior.
