SPC-3 has rewritten this text to clarify a number of issues like this.
The new wording of that paragraph (from spc3r07) is:

"A PERSISTENT RESERVE OUT with a PREEMPT service action or a PREEMPT AND
ABORT service action with
the SERVICE ACTION RESERVATION KEY value equal to the persistent
reservation holder's reservation key is not an error. In that case the
device server shall establish the new persistent reservation and
maintain the registration."

02-065r2 has examples of all the service actions under all scenarios for
registrants-only and all-registrants types.  If it's a registrants-only
reservation, then all the other initiators with the same key lose their
registrations and get either a REGISTRATIONS PREEMPTED (if the new
reservation is the same type/scope) or a RESERVATIONS RELEASED (if the
new reservation has a different type/scope) additional sense code.
