No. It is the other way around. The cable skew is external to the SCSI device.
This is also true for earlier versions of SPI.

Hello all,

We would like to confirm that the Cable Skew indicated in tables 29 and 30
in Chapter 9 is internal to the device only and does not include any I/O
cables.   If not, an explanation of this value would be appreciated.
