The following document proposes a change to the REPORT LUNS command to
facilitate its use in probing for attached logical units early in the
device discovery process. Unit Attentions for LUN creation and destruction
incidents are defined. REPORT LUNS is given the same operating privileges
as INQUIRY.

In addition, a SAM-2 correction is provided.

The following document proposes a correction to the definition of
persistent reservation. In SPC, the RESERVE/RELEASE and persistent
reservation mechanisms were clearly separated and made mutually
exclusive. The required wording was inadvertently deleted during the
SPC-2 rewrite. This proposal re-inserts the wording in the context
of the rewrite.
