Ed,

One problem with your suggestion:  The questionable wording is in SPC-2,
not SPI-2.  (gotta read those TLAs very carefully).

We can fix SPC-2 a lot easier since it is in development phase.  The
question remains on whether or not it is necessary to process an amendment
on SPC (which is a published standard) or just wait for SPC-2 to supercede
SPC...
