Task set type vs. CLEAR TASK SET

In SPC Revision 2a, the TST (task set type) field in the control mode page
permits targets to implement one task set per logical unit (for all
initiators) or else separate task sets for each logical unit / initiator pair.

If TST equals 001b (task set per initiator), what difference is there between
ABORT TASK SET and CLEAR TASK SET?

If there is no difference between the two, support for CLEAR TASK SET should
be optional for targets that report TST equal to 001b.
