The following mail was part of a sequence between Ben Chang
and me. I hate to say it, but I agree that we probably need to add
the Format command to RBC. However, I intend to restrict its
functionality as I've done in the past. I will incorporate the command
in the next rev if I don't hear objections.
Also, Ben is correct, very little information exists to indicate that
SMART is required. Since we had to retrive the 3Eh mode page,
should we also restore the SMART enable bit?

Let's see, using Write ORBs to format a 2.5G drive takes ~80 ORBs. Doubling
capacity every 18 months means >320ORBs by CY00. That a format requires
host hand-holding or a 10K host memory space (for task set). Yuck.
I think a drive format command makes sense.
"Write to end of media" is an interesting term as that's what disk drives
do. However, (I think) other storage devices don't. Devices that still use
headers still 'format' the media.
SMART support under the profile also seems a little sparse. Forgive me for
not being at the meetings lately. I would like to HELP get this work done
instead of complain. Forgive me. I am trying to peel away from the factory
and start attending the meetings again.
