  I think an initiator needs to do a negotiation on the first command issued after it is 
reset/initialised no matter what that command is (usually Test Unit Ready).  This is 
because it is possible for an initiator to negotiate a wide or synchronous agreement, 
be reset, for the target to be unaware of this and hence for the target and initiator to 
not be in agreement about the negotiated state.
