In a word, no.  You have to look in SCSI-3 Parallel Interface (SPI), 
X3.253-1995, for hot plugging information.  You can find this document on 
ftp.symbios.com in the /pub/standards/io/scsi3 directory (or go to 
http://www.symbios.com/x3t10 and look for the link on the "Electronic 
Information" page).
