I don't know why the following has no subject. I was to Doug in response to his
comment on the publication procedure. I don't know if he got it but my
postmaster said the address was illegal.

Yes you have it in a nutshell. But I was trying to put something together that
lets us do that and not be in violation of X3 procedures. We go on the rocks at
the first public review comment or even earlier in addressing forwarding
comments. The specific schedule is for the project proposal. If we had a
project to define a perpetual motion (not Brownian) machine it might take more
than 9 months.
