TB, DTE and PER bit interac

Jim McGrath asked about at what boundary an error would stop. I think I made a
proposal for clarification of this and it was accepted for SCSI-3. I don't have
time at the moment to look for it but will next week. In the mean time I
thought I would leave this hint in case someone else want's to look it up.
