Incorporating Dual Port proposal into SAM

Charles Monia has indicated that there is a gray area in the dual port proposal
regarding how contingent allegiance condition is affected by dual port. This
comes into effect when a reset condition (either SCSI reset or BUS DEVICE RESET
message) is supposed to reset the target but leave items affecting the other
port unchanged.
 
The contingent allegiance condition must be kept on a "per initiator" basis,
along with reservations, synchronous negotiations (I concede that this doesn't
apply to serial interfaces), etc. That means it must be kept for each initiator
on each port. Charles should be authorized to specifically include contingent
allegiance condition as an item that is not affected if the "other port" is not
supposed to be affected by a reset.
