Moving an INQUIRY data bit

At the July Working Group, Gerry Houlder presented his request that the MChngr
bit be moved in the standard INQUIRY data. The MChngr bit was approved for
addition in to the standard INQUIRY data in 92-006r1. 92-006r1 states:
"In STANDARD INQUIRY DATA, table 7-15, add the MChngr bit to one
of the RESERVED fields."
The working group approved moving the MChngr bit conditional on verification
with George Penokie. In a private mail message, George has indicated that he
has no problems with the new location for the MChngr bit (byte 6 bit 3).
However, George wants a formal proposal for moving the bit brought forward
to the Plenary.
Based on vague nature of the approved definition for the location of the
MChngr bit and because the working group approved moving the bit, I feel
that a formal proposal is little more than bureaucratic overkill.
