An organization that develops and reviews proposed American National Standards should be expected to have exceptionally clear rules. It is especially important that rules concerning membership be clear. I believe there are areas that would benefit from further clarification which I would like to bring to your attention: 1. In section 4.2.6, criteria a), does "voting member" mean the principal, the principal plus all alternates, or some other set of members? I prefer that the principal plus all alternates be notified as occasionally the principal may leave the organization and the alternates may be unaware of his/her departure. 2. In the same section, the phrase "both the principal or an alternate representative" is unclear. I believe what is intended is that at least one member from the set of principal and alternate representatives for that organization must perform the prescribed actions. If my interpretations are correct, perhaps this subsection could be reworded: "a) The principal and all alternate representatives shall be warned in writing upon failure of the organization to: (1) (2) An organization fails to perform an above action when none of the organization's representatives perform the action." 3. What, exactly, is meant by "termination"? In the case of termination for nonattendance, I presume this means that the principal representative and all alternate representatives are changed to observer status. Does this mean that another service fee is due (for the free first alternate)? In the case of nonpayment, I presume that termination means the principal representative and all delinquent alternates are dropped from the membership lists entirely. If there are any alternates who paid their service fee, is one of them promoted to principal status? If so, which one? Or are they changed to observer status? 4. There should be a subsection covering reinstatement of membership after termination. This subsection should answer the following questions: a) Is an organization immediately reinstated if they pay their delinquent service fee or must they meet the attendance requirements of a new organization? b) If an organization is terminated for nonattendance, must they attend two of three successive meetings after the termination to be reinstated? Or can a meeting prior to the termination be counted as the first of the two required meetings? Example: Attendance Record Meeting n-3 n-2 n-1 n n+1 ... 0 0 1 0 1 Can an organization terminated at meeting n for nonattendance be reinstated at meeting n+1? Thank you for considering these issues.
