Opening Remarks John Lohmeyer, the chairman, called the meeting to order at 1:00 p.m., Monday December 4, 1989. He thanked Fred Meadows of NCR Corporation for hosting the meeting and he also thanked Classic Conferences for arranging the meeting. As is customary, the people attending introduced themselves. A copy of the X3T9.2 membership list was circulated for attendance and corrections. Copies of a revised draft agenda and the recent document register were made available to those attending. Information on X3T9.2 and Mailing Subscription forms was made available. 2. Attendance and Membership The membership requirements were reviewed. X3 rules permit one vote per organization. An individual from a new organization must attend one plenary meeting as an observer before he/she may apply for voting membership via a letter to the chairman of X3T9.2. The individual may vote at the second plenary meeting. Working group meetings do not count toward attendance requirements. Several organizations changed their representatives during the meeting, but no new organizations joined the committee. Two organizations were terminated for non-attendance (see 3.1 below) so X3T9.2 now has 74 voting organizations down from 76 at the last meeting. Enclosure (1) is the list of attendees at the meeting. Enclosure (2) is the X3T9.2 membership changes since the last minutes and enclosure (3) is the current X3T9.2 membership list. 3.1 Roll Call of Members in Jeopardy The chairman stated that he had sent jeopardy letters to all representatives of the following organizations: AT&T; Cipher/Optimem; Cygnet Systems; Data General Corp.; DDC Pertec; Distributed Logic Corp.; DPT; ITT Cannon; Methode Electronics, Inc.; Scientific Micro Systems; Siemens; Stewart Connector Systems; Storage Technology Corp./Aspen Peripherals; Sun Microsystems, Inc.; and Tandem Computer Inc. The letters said that these organizations had failed to attend two of the last three plenary meetings and that their membership would be terminated unless they attended the December plenary meeting. John Lohmeyer noted that the jeopardy letter to Terry Meighen (Stewart Connector Systems) was returned marked "Undeliverable as Addressed - Forwarding Order Expired". Members were present from all of the organizations except: AT&T; Siemens; and Stewart Connector Systems. John Lohmeyer moved and Robert Snively seconded that the AT&T membership be continued despite their failure to attend. John Lohmeyer said that Joe Lawlor was unable to attend the meeting because his wife is pregnant and Jim Semenak's trip request was denied due to a tight year-end budget. The motion passed 42 Yes, 1 No, and 1 Abstained. The principals and alternates from the non-attending organizations, except AT&T, were changed to observer status. 4. Approval of Minutes - October Meeting Raleigh, NC (X3T9.2/89-126) The minutes were approved as written. 5. Document Distribution The chairman complimented Katrina Gray of the X3 Secretariat for speedy handling of the mailing. She received the original on November 7 and the chairman received his copy on November 13, less than a week later. Katrina also implemented the committee request that the mailing be 3-hole punched. John Lohmeyer requested that all documents for the January mailing be sent to him before January 15, 1990. Joslin SCSI-2 Public Review Comment #2 (Re: Scanner Cmnd Set) The current document register is enclosure (4). 6. Liaison Reports 6.1 ISO [Milligan] Gene Milligan informed the committee that he had copies of ISO 9315:1989 (Flexible Disk), ISO 9314-2:1989 (FDDI-MAC) 65 and ISO 9316:1989 (SCSI-1) ISO standards. The prices are $34 for the flexible disk document, $65 for the FDDI-MAC document and $92 for the SCSI-1 document. Del Shoemaker reported on the first ISO/IEC SC-25 meeting (See X3T9.2/89- 155). SC-25 has been formed from a combination of SC-13 and SC-83. Four working groups within SC-25 have been proposed to cover the work that was being done by SC-13 and SC-83. JTC-1 has to approve these proposed working groups at their next meeting in May, 1990. EIA is the US TAG (Technical Advisory Group) to SC-25 WG1. IEEE is the US TAG to SC-25 WG2. EIA is the US TAG to SC-25 WG3. X3T9 is the US TAG to SC-25 Working Group 4 (WG4), and CBEMA is the secretariat. There is a need for a convenor of SC-25 WG4. The first meeting of SC-25 WG4 is planned for the last week of June in Germany. The details are not finalized at this time. 6.2 IT8 There was no report. 6.3 SCSI-2 Common Access Method Committee Report [Allan] Dal Allan reported on the November 1st CAM meeting. This was the most successful meeting to date. There were no presentations, just real work. The document is shaping up, and it is expected that a good document will be available in the first quarter of 1990. CAM meetings were scheduled for December 7 in the Catamaran Hotel and January 8 at the Red Lion in San Jose, CA. There were two ATA meetings since the last plenary meeting. Significant progress is being made. The next ATA meeting was scheduled for January 5, 1989, at Maxtor in San Jose, CA. Contact the SCSI BBS at 316-686-8700 or Larry Lamers at 408-432-4341 if you need information on getting to Maxtor. 6.4 Fiber Channel [Allan and Stephens] Dal Allan reported. The committee has focused on FC2, the framing layer, and the mechanism for control of flow across the fiber. A working document has been prepared by Joe Mathis of IBM. The FC3 documents on interfaces to SCSI and IPI have not been started. A document on how to use the IPI-3 command set on HPPI could used as a model for these documents. A presentation of short-wave lasers (Compact Disc type) for data transmission was made by Ron Soderstrom of IBM. This has a potential of significantly lowering the costs of a connection. It may be possible to use plastic fiber, allowing use of cheap connectors. However, at this time, many of the components needed to use short-wave lasers are not in production. A switching topology debate is ongoing. The debate is being hampered by syntax and terminology issues. Later in the meeting, Gary Stephens presented an overview of Fiber Channel which was prepared by Joe Mathis of IBM. 6.5 X3B7.1 Report Doug Pickford reported. The X3B7 committee is working on a definition of test signals and test methods which will be issued through EDEMA. Doug attended the X3B7.1 meeting November 6-7 in Phoenix. There was discussion at the X3B7.1 meeting on a model for the Diagnostic Command Set (DCS), which resulted in another document. That document was edited by Ricardo Dominguez of Texas Instruments. The next meeting with the X3B7.1 participants is scheduled for Wednesday afternoon January 10, 1989 at the Red Lion in San Jose. 7. Review of Old Action Items 1. Bob Bellino will provide a report on cable impedance. Complete: 89- 142. 2. John Lohmeyer will submit the response to the public review comment #1 to X3T9 for approval. Complete. 3. John Lohmeyer will request that the X3 Secretariat to 3-hole punch the committee mailings. Complete. 4. Larry Lamers will select an appropriate ASC/ASCQ for I/O PROCESS TERMINATED. Complete. 5. Larry Lamers will correct the error in the TB bit description. Complete. 8. Working Group and/or Project Status Reports 8.1 ESDI [Allan] 8.1.1 Approval of ESDI Editing Changes (X3T9.2/89-139 Rev 1) [Allan] Dal Allan presented a document which included the editorial modifications made to the ESDI document since January plus several proposed modification found since ESDI was approved. Larry Lamers moved and Dal Allan seconded that the ESDI technical editor be directed to make the editorial changes in X3T9.2/89-139 Rev 1 to the ESDI standard during the publication of the standard. The motion passed, 33 yes, 0 no, and 5 abstained. 8.2 SCSI General Working Group (X3T9.2/89-138) Ken Post of Future Domain hosted the October 30-31 SCSI general working group meeting in Santa Ana, CA at the Embassy Suites hotel. 34 people were present. Gary Stephens brought copies of two proposals, one on a parallel packet SCSI protocol and another on multiple port SCSI. Gary agreed to reformat these proposals for the San Diego plenary meeting and to make presentations on them (see 9.4 and 10.1). George Penokie's latest P-cable proposal was reviewed. The group decided to add a Q cable, which would be used to expand the bus to 32 bits via a second cable, much like the A/B cabling scheme. The group also decided to prohibit mixed systems using both A/B and P cables (see 9.2). Gary Murdock gave a presentation on two proposals, one for short distance differential SCSI transceivers and one for long distance, small swing differential SCSI transceivers (see 9.3). Tuesday morning was spent reviewing the issues of testing embedded SCSI devices. George Canevit, co-chairman of X3B7.1, Ricardo Dominguez and Reuben Yomtov, members of X3B7.1, were present for this portion of the meeting. The discussion helped to clarify the positions of the three factions (drive vendors, drive tester vendors, and systems integrators). (See 9.5). Another joint meeting was tentatively arranged for the afternoon of the January 10 SCSI working group meeting in San Jose. 8.3 Report on Cable Impedance Special Working Group Meeting Bob Bellino reported. The first meeting occurred during the previous plenary meeting at Raleigh, NC. Agreements were reached at that meeting on cable and conductor diameters and the testing method. The question of whether the 90 ohms minimum requirement is realistic for single-ended cables was the main topic of discussion. Bob presented an evaluation summary of work done at the DEC Connect Lab was presented along with a letter requesting that these parameters be adopted by the X3T9.2 committee. See X3T9.2/89-153 for the details of the meeting. The consensus of the group was not to reduce the 90 ohm impedance requirement for single-ended cables at this time, even though there is substantial evidence that cables with lower impedance work well in a systems environment. There is also evidence that other cables that meet the 90 ohm impedance requirement have failed in the systems environment. It is clear that further work is needed to define the actual parameters necessary to operate correctly. The next meeting will be January 8, 1990, at 9:00 am at Red Lion in San Jose. Larry Lamers will replace Bob Bellino as chair of this group. 9. Old Business 9.1 Cable Testing Results Bill Spence presented the results of a preliminary evaluation that Texas Instruments has done on a new pleated-foil cable 3M has developed for single-ended systems. The results are favorable and further testing is planned. 9.2 Single-cable 16-bit SCSI (X3T9.2/89-94R5, 89-150R0) George Penokie presented an overview of the changes made from revision 4 to revision 5. The presentation also included a proposed active SCSI converter to connect A/B and P/Q systems. Several problems were raised with the active SCSI converter. The concept was dropped. George will modify the document to reflect this. George also presented a version of his proposal suitable for inclusion in an appendix (89-150). 9.3 SCSI Transceivers [Murdock] Gary Murdock gave a presentation on two proposals, one for short distance differential SCSI transceivers and one for long distance, small swing differential SCSI transceivers. See document X3T9.2/89-131 and 89-132. The level of interest is this subject has escalated to the point that this will no longer be a special working group. The SCSI transceiver issues will be discussed within the regular working group meeting at the Red Lion, January 9-10. Gary would like to focus that discussion on a review RS-485 specification aimed at reducing some requirements to allow a higher level of device integration. 9.4 Packetized SCSI (X3T9.2/89-130) [Stephens] Gary Stephens gave a presentation on packetized SCSI. This topic is related to the use of Fiber Channel as physical medium for SCSI. Gary has done a great deal of work developing the concepts needed for the next generation of advanced SCSI. Multi-ported SCSI (see 10.1) is also tied in with this work. 9.5 Diagnostic Command Set (X3T9.2/89-119, -134, -135, -136, and -137) A ad-hoc meeting occurred on Monday morning to begin development of a model definition of concepts and fundamentals. A list of desired features for diagnostic mode was generated. A list of statements of the consequences of being in diagnostic mode was generated. This work will continue at the next working group meeting (see 6.5) 9.6 Call for Volunteers -- X3T9.2 Chairman and Vice Chairman (89-125) John Lohmeyer said that so far he is aware of three people who have applied for these positions. He encouraged any other applicants to get their two letters into the X3 Secretariat before January 5, 1990. 10. New Business 10.1 Multi-Ported SCSI (X3T9.2/89-133) [Stephens] Gary Stephens gave a presentation on his proposal for multi-porting in SCSI-3. See 89-133 for details. 10.2 Public Review Comment #3 on BSR X3.131-198x SCSI-2 (X3T9.2/89-140) This document is a comment from Jeff Stai of Western Digital on the need for a single connector 16-bit solution in SCSI-2. There was extensive discussion on this public review comment and on a similar public review comment from Micropolis (see 10.5). Kurt Witte read a letter written by Gary Crow of Ciprico stating their corporate position is opposed to the proposed addition (see X3T9.2/89- 157). Gene Milligan moved and Bill Spence seconded that a note be added to the cable section of the SCSI-2 dpANS that X3T9.2 is documenting an alternate 16-bit single-cable solution and an alternate 32-bit solution and expects to be able to remove the B cable definition in a subsequent version of SCSI. The motion passed: 39 yes, 4 no, and 1 abstention. [Chairman's note: What follows are several motions and amendments that occurred during the discussion. While reading this section, it may be helpful to note that any substantive change to the document will require another public review period prior to the X3 letter ballot for approval of SCSI-2. This would delay approval by at least 3 months and quite possibly much longer. It was initially thought that adding an appendix is not "substantive", however the X3 rules do not define the term. Later Del Shoemaker, X3T9 chairman and SMC chairman, stated that he thought X3 would rule such an addition as being substantive.] Peter Johansson moved and Jeff Stai seconded that X3T9.2 document the physical characteristics of the 16-bit single cable solution and an alternative 32-bit solution in the body of the SCSI-2 document. Gene Milligan moved and George Penokie seconded that consideration of the motion be deferred until the discussion of documents 89-94R5 and 89-150 is completed. This motion passed: 36 yes, 8 no, and 3 abstentions. After the proposals were discussed (9.2), the Johansson motion was reconsidered. The motion failed: 15 yes and 35 opposed. Peter Johansson moved and Jeff Stai seconded that X3T9.2 document the physical characteristics of the 16-bit single cable solution and an alternative 32-bit solution in the appendix of the SCSI-2 document. [Chairman's note: By "physical characteristics", it was meant that the new commands and 16-bit arbitration not be included.] John Lohmeyer spoke against documenting yet another two-cable proposal for 32-bit SCSI. The P/Q cable approach may not be anymore acceptable than the A/B cable approach. He advocated doing nothing more than adding the Milligan note until such time as the new solutions have evolved further. Bill Spence moved and Steve Cornaby seconded that the motion be amended to state that X3T9.2/89-094R4 be incorporated as an appendix to the SCSI- 2 document. [Chairman's note: The Revision 4 document does not include the Q cable.] The motion passed: 29 yes, 12 no, and 7 abstentions. The revised motion was that X3T9.2 incorporate the physical characteristics from X3T9.2/89-094R4 into an appendix of the SCSI-2 document. Ken Post moved and George Penokie seconded that the motion be amended to include full documentation on the 16-bit and 32-bit solutions. The motion passed: 24 yes, 15 opposed, and 10 abstentions. The revised motion was that X3T9.2 fully document a single-cable 16-bit and 32-bit solution and incorporate them into an appendix of the SCSI-2 document. The vote was taken (35 yes, 8 no, and 2 abstentions), but the chair declined to rule whether the motion had passed or failed until he conferred with Del Shoemaker over voting requirements (50% vs. 2/3rds). Due to the late hour, the meeting was recessed until Tuesday at 8:30 am. [Chairman's note: Tuesday morning Del Shoemaker stated that a change which adds significant new information that was not in the document during the first public review, will cause a second public review period even if the new information is only in an appendix. Due to this fundamental change in the assumptions the group had been using about what is "substantive", the motion was revised as follows:] That X3T9.2 will fully document a single-cable 16-bit and 32-bit solution in such a manner that it could be incorporated into an appendix of the SCSI-2 document. The motion passed: 41 yes, 5 no, and 3 abstentions. This activity was placed on the agenda for the January working group meeting. Action on the public review comments was deferred until the February plenary meeting. 10.3 Review of new documents All the new documents were covered under their associated agenda items except for X3T9.2/89-147 (Reflections on Writing to EOT). This item was added to the agenda for the January working group meeting. 10.4 Agenda for the San Jose Working Group 1. Develop alternative 16-bit and 32-bit solutions. 2. Draft responses on the public review comments on the 16-bit single connector. 3. Draft a resolve on the public review comment requesting a segment number field in the cache page. 4. [Houlder] 10.5 Public Review Comment #4 on BSR X3.131-198x SCSI-2 (X3T9.2/89-144) This public review comment was submitted by Steve Cornaby of Micropolis requesting that an appendix documenting the single-connector 16-bit cable be included in SCSI-2. Please refer to item 10.2 for the discussion of this comment. Action was deferred to the February plenary meeting. 10.6 Proposed additional ASCQs for SCSI-2 (X3T9.2/89-145) [Penokie] George Penokie presented a request for additional sense code qualifiers to assist the initiator in recovering from read errors. During the discussion the proposal was modified and revision 1 was accepted. The technical editor was directed to incorporate 89-145R1 into the SCSI-2 document as an non-substantive addition. 10.7 SCSI-1 CHANGE DEFINITION Guidelines [Houlder] Gerry Houlder asked that guidelines be developed to constrain SCSI-2 device operation when a CHANGE DEFINITION command is used to switch their operating mode to SCSI-1 mode. Gerry Houlder requested volunteers to work with him in developing these guidelines. 10.8 Public Review Comment #2 on BSR X3.131-198x SCSI-2 John Lohmeyer said that he had been informed of a 65-page comment from Philip Joslin of Photo Matrix Corp. on Friday December 1. The actual comment is only a couple pages, but a preliminary product specification was also included. The comment concerns the scanner command set. John had called Mark Pearson (Scanner Section Editor) who was planning to contact Philip directly. An agenda item was added to the January working group meeting to resolve this issue. John asked that interested parties contact the chair or Mark Pearson. 10.9 Public Review Comment #5 on BSR X3.131-198x SCSI-2 This public review comment was from Steve Cornaby of Micropolis on the need for a segment field in the cache control page of SCSI-2. Action on this comment was deferred to the February plenary meeting and the comment was remanded to the San Jose working group for a proposed solution. 10.10 Suggested Editorial Correction SCSI-2 (X3T9.2/89-146) [Snively] Bob Snively proposed an editorial change to clarify the default density code for sequential-access devices. The technical editor was directed to incorporate this change in the SCSI-2 document as a non-substantive clarification. 11. Review of Action Items 1. There is a proposal to charge meeting fees (like IEEE 802). In theory, the room rates would be reduced and the expense of covering meetings would be born by all attendees instead of just those staying in the hotel. There is a task force set up at X3T9 to study this issue. Concern was expressed that the two-fee structure could result in even higher costs. Several years ago, it was promised that using professional meeting planners would not increase hotel guest room prices; in fact, it has. Several members expressed concern that priorities in hotel selection are not clear and seem to differ between the subgroups. 13.
