Subject:  Buffer Empty Ratio and Buffer Full Ratio

Ref.:     SCSI-2 Draft Rev. 2, Section 8.1.4, Page 8-33

We need to define a special case for zero for these parameters. The other 
parameters on this page define a zero value so that it's targets choice. This 
is also appropriate for Buffer Empty and Buffer Full.

Suggest that we add to the paragraph that says "The Buffer ... parameters are 
numerators of a fractional ..." the following:

A value of zero allows the target to determine when to initiate reselection 
consistent with the Disconnect Time Limit parameter. 

I would also support adding the statement from the tape section "These 
parameters are advisory to the target." 




PS. The description of each Mode Select/Sense page should have a separate 
section number.
