Does an Open
Reject (Pathway Blocked) response coming from an upstream expander reset the AWT
back to default (zero)? My understanding based on Note 48 is that only Open
Reject (Retry) shall reset the AWT in this situation.
7.12.3 Arbitration fairness
SAS supports least-recently used arbitration
fairness for connection requests.

NOTE 48 - Connection responses that are
conclusively from the destination phy (see table 110 and table 111 in 7.2.5.13) are included in the list. Except
for OPEN_REJECT (RETRY), connection responses that are only from or may be from expander phys are not
included.
