I believe that any situation in which 'service delivery or target
failure' would apply will result in the PERFORM TASK MANAGEMENT FUNCTION
command completing with a status other than GOOD. Since the parameter
data is transferred only when the status is GOOD, there is no case
where
'service delivery or target failure' can appear in the parameter
data.

In OSD2 for the PERFORM TASK MANAGEMENT FUNCTION, the 'SERVICE RESPONSE' field in the parameter data doesn't have a value for 'service delivery or target failure'.  Just wondering if this response would apply to the target beyond the service delivery system (such as the target failing, but service delivery was still functional), and hence should be included in the OSD specification.
