  In OSD2 for the PERFORM TASK MANAGEMENT FUNCTION, the 'SERVICE RESPONSE'
field in the parameter data doesn't have a value for 'service delivery or
target failure'.  Just wondering if this response would apply to the target
beyond the service delivery system (such as the target failing, but service
delivery was still functional), and hence should be included in the OSD
specification.
